In this article we are going to talk about one of Europe’s RBI ‘Residence by Investment’ programs that could be a potential pathway to your European Citizenship, the country is an attractive Mediterranean destination with a booming economy, favorable business environment, a country that has proved itself as one of the most economically successful European countries over the last few decades, providing investors its safe and stable political climate, and a higher return on investment due to a thriving real estate market and tourism sector, a country that is called Malta.
More and more non-European high net-worth individuals are considering (if not applying) Malta permanent residence permit, especially after Portugal’s golden visa reforms bill ‘Mais Habitação’ has been vetoed by the President of Republic and has been sent back to the parliament for changes, the parliamentary decision is expected by mid-September or early October 2023. Once the legislation is made and the bill is into force, the real-estate investment will no longer be an option. Malta residence can be obtained by choosing one of two options stated below:
PURCHASE OF PROPERTY
Contribution of EUR 28,000, and
Purchase of a residential property with a minimum EUR 300,000 or more, and
A donation of EUR 2,000, and
A one-time non-refundable administration fee of EUR 40,000.
LEASE OF PROPERTY
Contribution of EUR 58,000, and
Lease of a residential property with a minimum EUR 10,000 per annum, and
A donation of EUR 2,000, and
A one-time non-refundable administration fee of EUR 40,000.
Considering Malta, one can include his/her spouses (including same-sex partners), unmarried dependent children below 29 years, parents, and grandparents those are above 55 years of age and are fully dependent on the principal applicant, once approved all applicants must come to Malta to personally pick up residence permits from the Identity Malta Agency by presenting the notification letter. If you're willing to put in the time, after five years you can apply for citizenship.

What Are The Benefits Of Malta Permanent Residency Permit
Permanent residency can be obtained in 4 to 6 months, pathway to European Citizenship,
The MPRP allows for the inclusion of four generations in one application (your children, you, your parents and grandparents),
Malta is only European country that offers both ‘permanent residence permit and citizenship’ with a property rental option (or a purchase of property if suits your investment),
Offers a special tax concessions to non-domiciled owners,
Provides the right to reside indefinitely in Malta ‘residency is issued for five years and is renewable thereafter’,
Visa-free travel in 26 countries, permit holders are entitled to travel freely within 26 European/Schengen countries including the majority of the EU Member States as well as Iceland, Norway, Switzerland and Liechtenstein,
English is one of Malta’s official languages after Maltese, and this is considered to be one of many attractions for non-European investors applying for Malta.
Malta also has a program called MEIN ‘Malta Exceptional Investor Naturalization’ where it's a lot more streamlined than most Citizenship by Investment programs available, this citizenship can be obtained by fulfilling three mandatory conditions at the same time such as contribution of EUR 600,000 (residence permit must be kept for 3 years) and or EUR 750,000 (residence permit with reduced duration 1 year), purchase of a residential property with a minimum of EUR 700,000 or leasing of a residential property with a rental value of at least EUR 16,000 per year (to hold for 60 months “or 18 months by exception”), and donation of EUR 10,000 to an approved by the Community Malta Agency.
